What is ELCAS?
ELCAS — the Enhanced Learning Credits Administration Service — administers the Ministry of Defence’s Enhanced Learning Credits (ELC) scheme. The scheme promotes lifelong learning among Armed Forces personnel by contributing towards the cost of learning that leads to a nationally recognised qualification.
Crucially, ELC funding can only be used with providers who are on the approved ELCAS register, and only for qualifications at Level 3 or above on a recognised national framework. The NEBOSH National General Certificate sits at Level 3, which makes it one of the most popular routes for service leavers moving into health and safety.
Am I eligible?
You may be able to claim Enhanced Learning Credits if you are:
- Currently serving in the UK Armed Forces (Regular or Reserve), or
- A former member of the Armed Forces within the eligible claim window after discharge
You must also have registered for the ELC scheme and accrued the required qualifying service before you can make a claim. Eligibility, service thresholds and claim windows are set by the MoD and can change — always confirm your personal entitlement with your Education Staff or directly with ELCAS before booking.
How much funding can I get?
ELC is paid at one of two tiers depending on your length of qualifying service, and you can normally make up to three claims in total (one per financial year):
Up to £2,000 per claim
For those who have completed the higher qualifying period of eligible service.

ELC covers up to 80% of the course fee. You pay the remaining balance, which we can invoice separately.

Using Enhanced Learning Credits is straightforward once you know the order things happen in. The single most important rule: your claim must be approved before your course starts — ELC cannot be claimed back retrospectively, so please talk to us before you pay for anything.

- Check you are eligible and have a claim available. Speak to your Education Staff, Single Service Representative or Service Resettlement Adviser. They will confirm you are registered for ELC, which tier you are on, and how many of your three claims remain.
- Choose your course and date with us. Browse our upcoming course dates or get in touch and we will help you choose the right qualification and a date that fits around your service or resettlement.
- Ask us for a written quote. We will send you a quote showing the course title, dates, the full fee and our ELCAS provider ID (14580) — everything the claim form asks for. Ask us at this point and we will provisionally hold your place while your claim goes through.
- Submit your ELC claim. Apply through your chain of command or the ELCAS portal at least 25 working days before the course start date. Late claims are the single most common reason funding falls through, so give yourself more time than you think you need.
- Receive your approval letter (your CAN). Once approved, ELCAS issue a Claim Authorisation Note — the letter of approval confirming how much funding has been granted. It is issued to you, not to us.
- Send us your CAN and confirm your place. Forward it to us and we will confirm your booking and invoice ELCAS directly for the funded portion. You pay us only your personal contribution (a minimum of 20% of the fee), which we invoice separately so the split is completely clear.
- Attend, qualify, and we close the claim. Complete your course with full tutor support. We confirm your attendance and completion back to ELCAS to close out the claim, and your NEBOSH certificate follows in the usual way.

Yes. The NEBOSH National General Certificate is a Level 3 qualification, which meets the ELC requirement for learning at Level 3 or above. It is the most common course our ELC learners fund.
