NEBOSH 2026 Syllabus Changes: What You Need to Know

A New Chapter for the NEBOSH General Certificate

The NEBOSH National General Certificate in Occupational Health and Safety has undergone its most significant update in years. The revised 2026 syllabus came into effect in February 2026, with the first assessments under the new framework taking place from 4 March 2026. Whether you are planning to study for your NEBOSH General Certificate or you are an employer sponsoring staff through the qualification, here is everything you need to know about what has changed and what it means for you.

Why Has the Syllabus Changed?

NEBOSH periodically reviews its qualifications to ensure they reflect current workplace practices, emerging risks, and evolving legislation. The 2026 update responds to several trends that have reshaped the health and safety landscape over recent years:

  • The rise of hybrid and remote working and the duty of care obligations that come with it
  • Greater emphasis on mental health and psychosocial risks in workplace safety management
  • Advancements in technology, including the use of AI in risk assessment and safety monitoring
  • Updated HSE guidance and enforcement priorities, particularly around occupational health
  • Growing expectations around ESG (Environmental, Social, and Governance) reporting, where health and safety data plays a key role

What Has Actually Changed?

The qualification retains its two-unit structure: NG1 (Management of Health and Safety) and NG2 (Risk Assessment). However, the content within both units has been refreshed to better reflect modern workplaces.

Key Changes in NG1

  • Expanded coverage of health risks: Occupational health now receives equal weighting alongside safety. Topics such as musculoskeletal disorders, occupational cancer, and respiratory disease are covered in greater depth.
  • Psychosocial risk management: A new section specifically addresses workplace stress, bullying, and mental health. Learners are expected to understand the HSE Management Standards approach and how to carry out a stress risk assessment.
  • Leadership and culture: The role of senior leaders in driving safety culture is given more prominence, with practical examples of how leadership behaviour influences outcomes.
  • Technology and data: The syllabus now acknowledges how organisations use data, dashboards, and digital tools to monitor safety performance and make evidence-based decisions.

Key Changes in NG2

  • Broader scope for the practical assessment: The NG2 risk assessment now encourages learners to consider a wider range of hazard types, including health hazards and human factors, not just physical safety risks.
  • Improved guidance on recommendations: Learners are expected to provide more practical, proportionate recommendations that demonstrate an understanding of cost, feasibility, and business context.

How Does This Affect Current and Future Learners?

If you are already studying for the NEBOSH General Certificate, your course provider will have transitioned to the new syllabus. Teaching under the 2026 syllabus started from 2 February 2026, and all assessments from 4 March 2026 onwards follow the updated framework.

For employers, the updated syllabus means that newly qualified certificate holders will have a broader, more practical understanding of workplace health and safety. This is particularly valuable if your organisation is looking to strengthen its approach to occupational health, mental wellbeing, or safety culture.

Is the Qualification Still Recognised the Same Way?

Absolutely. The NEBOSH National General Certificate remains a Level 3 qualification on the Regulated Qualifications Framework (RQF). It continues to be the benchmark qualification for health and safety professionals and is recognised by employers, regulators, and professional bodies worldwide. IOSH membership eligibility is unchanged: the General Certificate meets the academic requirements for TechIOSH (Technician membership).

What This Means for Your Organisation

If you have staff who completed the NEBOSH General Certificate under the previous syllabus, their qualification remains fully valid. However, you may want to consider CPD (Continuing Professional Development) activities to ensure their knowledge is up to date with the latest syllabus content, particularly around psychosocial risks and occupational health.

For organisations planning to put staff through the qualification in 2026, the updated syllabus offers even better value. Graduates will be equipped to manage a broader range of workplace risks and contribute more effectively to your safety management system.
